    Why can not a ditch be dug between the Red River of the North to allow it to drain DURING FLOODS into the very nearby Minesota River down through the TRAVERSE GAP ?

    I am from Los Angeles where water IS FORCED to drain here
against nature ....

   I am the first person to see this possibilty?
